New EU Tachograph Rules Come into Effect from 1 July 2026: What International Operators Need to Know

1st July 2026 | by Rachel McKay

Businesses operating light commercial vehicles on international journeys into Europe should be aware of an important change to EU transport tachograph regulations that comes into force from 1st July 2026. While these new requirements won't affect every operator, they could have significant implications for businesses transporting goods internationally using vehicles over 2.5 tonnes. Understanding whether your fleet is affected before your next cross-border journey could help avoid unnecessary delays, compliance issues and disruption. This guide explains what the regulations are and what businesses must do to ensure they are conforming.

What Is Changing?

From 1 July 2026, goods vehicles with a maximum authorised mass (MAM) of more than 2.5 tonnes undertaking international journeys for hire or reward must be fitted with a Smart Tachograph 2. This extends tachograph requirements to many lighter commercial vehicles that were previously outside the scope of the regulations.

For many businesses that regularly move goods between the UK and Europe using vans or light commercial vehicles, this represents a significant operational change.

Who Is Affected?

The new rules are likely to apply if your business:

  • Operates goods vehicles with a maximum authorised mass of over 2.5 tonnes
  • Carries goods internationally between the UK and EU (or other applicable countries)
  • Transports goods for hire

However, there are important exemptions, for example:

  • Vehicles operating only within the UK between 2.5 and 3.5 tonnes do not require a tachograph under these new rules.
  • Businesses transporting their own goods internationally may also be exempt where driving is not the driver's principal activity.
  • As every operation is different, businesses should review how their vehicles are used before assuming the new rules apply.

What Could This Mean For Your Business?

If your vehicles fall within the scope of the new regulations, you'll need to consider more than simply fitting new equipment. You may also need to review:

  • Whether your vehicles require a Smart Tachograph 2 installation.
  • Driver training and familiarisation.
  • Driver hours and record-keeping procedures.
  • Journey planning and scheduling.
  • Ongoing compliance with EU drivers' hours regulations where applicable.

Leaving preparations until the last minute could result in installation delays, additional administration or disruption to planned international movements.
