Ensuring compliance with ADR regulations is not just a legal necessity, it’s essential for the safety of everyone involved in the supply chain, from consignor to consignee.  This practical guide is designed to help you navigate the key requirements when booking ADR freight with us, whether you're moving small parcels or bulk hazardous loads.

What Is ADR and Why Does It Matter? 

 

ADR is a European treaty that sets the standards for transporting dangerous goods by road across member states. It defines how hazardous materials must be classified, packaged, labelled, and documented during transportation. The goal is to minimise the risk of accidents, spills, and environmental damage. 

Failing to comply with ADR regulations can result in serious legal implications, financial penalties, and even shipment refusal or confiscation. Understanding your obligations (and ours) helps ensure safe, timely, and efficient delivery of your goods while maintaining full legal compliance. 

 

Limited Quantities (LQ): A Common ADR Exemption 

 

One of the most commonly used ADR exemptions is the Limited Quantity (LQ) provision. This exemption applies when dangerous goods are shipped in small amounts per inner packaging and the total package meets the ADR-specified limits for the assigned UN number. 

Shipping under the LQ exemption offers several benefits. For example, you don’t need to use ADR-qualified drivers or apply vehicle placards, which can simplify your logistics and reduce costs. However, this exemption still comes with responsibilities. Packaging must meet ADR standards, and packages must display the correct Limited Quantity diamond label along with other required markings.

Small Loads Exemption: When Full ADR Doesn’t Apply 

 

In addition to the Limited Quantity exemption, some shipments qualify under the Small Loads Exemption, which allows certain dangerous goods to be transported without the need for full ADR compliance. This exemption applies when the total points score of the load is 1,000 or less - a value calculated based on the type and quantity of goods being transported. 

Even under this exemption, specific requirements still apply. Drivers must have completed Dangerous Goods Awareness training, and vehicles must carry a fire extinguisher with a minimum capacity of 2kg.  

All goods must also be securely stowed in accordance with ADR regulation 7.5.7, which governs load restraint and separation to prevent leaks or damage during transit.

Understanding ADR Transport Categories and Thresholds 

 

ADR classifies goods into different transport categories based on their level of hazard. These categories determine the amount of dangerous goods that can be transported before full ADR compliance is required. 

Here's a breakdown of the key categories and thresholds:

Packing Groups (PG) refer to the degree of danger presented by the substance, with PGI being the most hazardous and PGIII the least. If your shipment exceeds the threshold for its category, then full ADR regulations must be followed. 

This table can help you determine when exemptions may apply and when a full ADR approach is legally required. 

 

When Full ADR Compliance Applies 

 

When transporting larger volumes, more hazardous substances, or goods belonging to higher-risk ADR classes, such as Class 2 (Gases) or Class 6 (Toxic Substances), full ADR compliance becomes mandatory. This means that all legal and procedural requirements must be met without exception. 

 

What You Must Provide as the Consignor 

 

Accurate Classification of the Goods: Every shipment must be properly identified. This includes the UN number (e.g. UN1203), the correct shipping name, the ADR class (such as Class 3 – Flammable Liquids), the assigned Packing Group (I, II, or III), and the Tunnel Restriction Code if applicable. This classification ensures that emergency responders and logistics providers understand the risks involved.

Compliant Packaging and Labelling: The goods must be packed using UN-certified packaging, capable of safely containing the substance under normal transport conditions. All packages must display the correct hazard class labels, the UN number, and any relevant handling symbols to comply with ADR standards.

Complete and Accurate Transport Documentation: A Dangerous Goods Note (DGN), or an equivalent document, must accompany every full ADR shipment. This document must include the full classification, packaging details, and an emergency contact number. It must also contain a signed declaration by a qualified, competent person confirming that the shipment meets all ADR requirements.

Additionally, you may need to supply Instructions in Writing (Tremcard) and the relevant Safety Data Sheet (SDS), especially for high-risk goods. 

Site Safety and Access Information
Let us know about any specific site safety rules, PPE requirements, or loading restrictions in advance. It’s essential that our drivers can safely access and exit your premises without risk to themselves or others.

  • Correctly classified, packaged, and labelled 
  • Accompanied by accurate and properly signed documentation 

 

Failure to meet these obligations can have serious consequences, including: 

  • Shipment refusal or delays 
  • Additional handling or correction charges 
  • Legal action and regulatory penalties
